I got to give credit to Mr. Zuckerberg for his capacity to build. And indeed, his statement stands true through his actions : People don’t care about what you say. They care about what you build.
Even-though, I am not a big fan of Mr. Zuckerberg and his products, almost all of which are a waste of human time and potential, and i mean Facebook, Instagram, his VR project and the metaverse idea he is championing.

This specific quote is similar to the ones mentioned above, but with a startups flavor. In fact this statement is addressed to startup programmers and founders, because the word build here refers to building a startup or a startup product. This idea of build first and then present your idea have became dominant in startup world. In the past investors used to invest based on ideas, now most investors need to see a working prototype.
This quote coming from Mark Zuckerberg, means you will need to look at it from his point of view: Thus he is not even talking about small startup founders, he is probably talking about big projects. Thus what you build for him is something significant or big enough to touch millions.
As i said, this quote can only apply to a handful of industries, like tech startups or maybe some specific business ventures. But to generalise it, we can modify the quote to:

Either way, i am not sure whether i agree with the quote or not. But i guess, as they say, talking is cheap, execution is what matters most.
