There is a reason they call it to take the plunge, because people tend to get stuck in an indecision phase doing nothing, till that moment of courage where they decide to take the risk and launch a business / project.

Here, Walt Disney, is basically giving the simple advice : to begin doing!
It is this moment when you are standing on the board of the pool, or a diving board or even a rock above a lake, indecisive, fearful, but then 1 fraction of a second, the action that ignite everything is the moment you jump. Begin doing, is the action that leads to ultimately doing, begin doing is basically the jump.
For many entrepreneurs, especially first time entrepreneurs, this moment to take action can be hard, as it does require investment, risks and sacrifices. Thus indecisiveness can be long, and often they try to get advice from friends and family : by talking!
The quote is simple: you want to launch your project ? stop the talking and start the doing!
